Superintendent Eddie Conger graduated from Texas A&M University in 1981 with a degree in Business Management. After graduation, Eddie went on to serve 20 years in the United States Marine Corps as an Infantry Officer. After retiring as a Major from the Marine Corps in 2001 while stationed in Okinawa, Japan, with his family, Eddie taught 5th grade Math in Dallas ISD and 7th grade Math in Garland ISD. He served a year each as Assistant Principal at a middle school and a high school in Garland ISD before leading Hillsboro Jr. High School for two years in which each of those two years the campus was rated by the Texas Education Agency as a Recognized campus. In 2008, Eddie was selected to lead Dallas ISD’s Thomas Jefferson High School. Within his four years at Thomas Jefferson, the team significantly increased the graduation rate from only 52% to 81%, met all federal academic AYP standards, and started a Chinese language and student exchange program on a campus whose students were nearly 90% low social economic. By 2012 Thomas Jefferson had the largest Chinese program in Dallas ISD with over 600 students studying Chinese. Eddie resigned to lead the International Leadership of Texas Charter School District that he developed and which was approved on November 16th, 2012 by the Texas State Board of Education. The mission of ILTexas is to prepare students for exceptional leadership roles in the international community by emphasizing servant leadership, mastering English, Spanish, and Chinese, and strengthening the mind, the body and the character. Since opening the doors of its first school in 2013, ILTexas has grown to serve more than 20,950 students across 20 campuses in the Dallas/Fort Worth and Houston areas, which makes ILTexas the 70th largest school system out of the 1,224 ISD’S and Charters in Texas.
Lisa Pepi serves as the Chief Financial Officer of ILTexas, bringing extensive expertise in governmental finance, treasury operations, and debt management. With a strong background in financial strategy, regulatory compliance, and investment oversight, she ensures the school’s financial sustainability while maintaining transparency and accountability in fiscal operations.
Prior to joining ILTexas, Lisa held key leadership roles in multiple Texas school districts, including serving as the Executive Director of Treasury at Houston ISD. In this role, she managed a $1.5B-$2.0B investment portfolio and oversaw treasury operations for 274 campuses. A critical component of her responsibilities included managing a $2B debt program and ensuring compliance with all bond covenants, continuing disclosure requirements, and regulatory obligations. She worked closely with external stakeholders, including auditors, rating agencies, and financial institutions, to maintain the district’s strong credit standing and support its capital financing needs.
As Treasury and Debt Manager at Round Rock ISD, Lisa played a key role in overseeing a $900M debt program, structuring financing strategies for capital projects, and ensuring compliance with IRS arbitrage and rebate requirements. She also implemented process improvements to enhance debt administration efficiency and transparency.
During her tenure as Treasurer at San Antonio ISD, Lisa managed a $790M debt program and was instrumental in developing and maintaining a Tax-Exempt Commercial Paper Program, optimizing short-term borrowing costs and liquidity management. She also led financing strategies for capital projects, managed bond compliance, and played a key role in the district’s debt issuance and refunding activities to maximize cost savings.
Lisa holds a Bachelor of Business Administration in Accounting from the University of Texas at Brownsville. Her expertise in accounting, debt management, investment oversight, and financial strategy continues to support the mission and growth of ILTexas, ensuring responsible fiscal stewardship and long-term financial sustainability.
Lt. Gen. Brian D. Beaudreault is a retired United States Marine Corps lieutenant general who most recently served as commander of II Marine Expeditionary Force. He previously served as the Deputy Commandant for Plans, Policies, and Operations and Commanding General, 2nd Marine Division.
As a general officer Beaudreault served as Commanding General, 2nd Marine Division from August 2014 to June 2016; Director of Operations and Cyber (J3), United States Africa Command; Deputy Commander, Marine Forces Central Command and Commander MARCENT (Forward); and Commanding General, II Marine Expeditionary Force from July 13, 2019 to July 8, 2021.
Dr. Laura Carrasco was born in Chihuahua, Mexico. In 1980, she immigrated to the United States. In 1999, she attained her Bachelor of Arts in Elementary Education from St. Mary’s University in San Antonio, Texas. Having been a product of bilingual education, Dr. Carrasco went into the teaching profession with a well-developed passion for bilingual programs as well as language learning for minority students. This passion was further fueled during her years as a graduate student at Southern Methodist University, where she attained her Master of Bilingual Education in 2001. Ten years later, Dr. Carrasco received her Doctor of Education in Educational Leadership from the University of Texas at San Antonio, where she also served as an adjunct professor. In February of 2013, Dr. Carrasco was awarded the First Place Outstanding Dissertation Award from the National Association of Bilingual Education. She has served as an educator (K-20), academic specialist, curriculum writer, educational consultant, and campus and district administrator, and has helped launch Dual Language Immersion programs in Texas as well as in California.
Dr. Thomas Seaberry enlisted into the United States Marine Corps (Marines) in 1993. While serving in the Marines, Thomas completed his Bachelors of Applied Arts and Science degree (BAAS) in Criminal Justice and a Masters degree (EdM) in Special Education from the University of North Texas. Upon his honorable discharge from the Marines, Thomas started serving as a Special Education (SPED) teacher in the Garland Independent School District. While teaching, Thomas completed an Education Specialist degree (EdS) and his Doctorate in Education Administration (EdD). Thomas taught as a SPED teacher for 6 years, then as a school administrator for 3 years. Thomas started serving the International Leadership of Texas (ILTexas) in 2016. His initial appointment was as Senior Executive to Mr. Edward Conger, Superintendent. His primary responsibilities were SPED, Student Services, and the International Department. Thomas also served 3 years as the Chief Operations Officer of International Leadership of Texas-Global (Global). While traveling to China monthly, his primary responsibilities for Global were international student, teacher, and administrator recruitment, and establishing schools in China (Guangzhou and Suzhou). Thomas was named Deputy Superintendent (Deputy) of School Leadership in June of 2017. During his time as Deputy, Thomas’ primary focus is to help lead the 21,000 students, 20 schools, and 1300 campus staff of ILTexas. Thomas continues to serve the students, families, staff, and mission of ILTexas.
Lake Timberlake enlisted in the United States Marine Corps in May 1977. He was commissioned in August 1984 and later graduated from Mary Washington College, which is in Fredericksburg, Virginia, in 1989. Some of his assignments where he was responsible for managing and leading organizations larger than 5,000 service members, families, and civilians were; Deputy Commander of III Marine Expeditionary Force, Commanding General of 3rd Marine Expeditionary Brigade, Okinawa Japan, Director of Manpower Management, Quantico, Virginia, and Commanding General of 3rd Marine Division, Okinawa, Japan. Lake has inspired millions and retired in 2018 after serving in the United States Marine Corps through 14 ranks and over 41 years.
Don Day, Chief of Staff, is currently a Doctoral Candidate pursuing his Doctor of Education in Interdisciplinary Leadership from Creighton University. He has graduate degrees in Criminal Justice and Operations Management from the Universities of Alabama and Arkansas, respectively. In addition to several undergraduate degrees in Criminal Justice, Public Health, and Management, he maintains professional certifications as both a Certified Fraud Examiner and Human Resource Management Professional. Colonel Day retired 1 January 2024, after serving 32-years in the United States Air Force with (4) combat tours of duty.
